This Epic is an umbrella of work related to increasing robustness of the Census data infra (builder, hosting, deletion, recovery) and to fully integrated with the latest additions to the CELLxGENE Discover REST API

Adherence to the latest developments of the CELLxGENE Discover REST API:
- Stop copying all h5ads associated to a Census and rely on REST API for all related functionality.
- Increase hardness of builder to REST API errors or time out
- Others TBD
