Devise and help implement data ingestion framework for BioNetworks #630

HCA OC and Bionetworks are standing up a standardized data ingestion process that involved xDCP, CxG, and CAP. Work is currently underway and has to parts:

  1. Help devise logistics so that ingestion of datasets from current wave and future waves will be smooth and standardized
  2. Setup a policy for private collection usage. This will include standard language that will be posted with our documentation plus language addressing edge cases that our time can share when necessary.
