fixup report violation page

What steps will reproduce the problem?
1. login as nzprince/lancia123
2. create a project
3. have another user bid on this project
4. Then you will see the report violation page

a) make comments box with more length
b) add functionality of when a user is reported, 
perhaps link with support desk that has been created.

i dont see the report violation button anymore, perhaps you can make it where 
it has Retract Bid, edit bid...

the voilate report button is appearing before anyone has made a bid

I've changed my mind about the button, appearing in this section as it needs to 
go against the bid. Please try to make it at the end of each bid. Smaller 
version
