Queuing Code #1

Looking for queuing code to understand how that's working, or if its entirely up on AWS. Are there artifacts and instructions from AWS we can add here?

Queuing code is now pushed. It resides within the handleQueue directory (this used to be the insightNotifications directory, but that code has moved to the sendNotifications directory, along with some adjustments)
