Launch registration page for CHAOSScon NA 2024
To be overseen by the Outreach Coordinator- @ElizabethN

Because CHAOSScon NA will be an OSSNA mini summit, we won't need a separate registration page, but will need to put this on the website, so maybe this issue should be about creating the webpage and linking to the OSSNA registration?

Note: Elizabeth and I will both have access to the LF registration system.
