[README] Update instructions for running tests #955

The README file has been updated with a brief description about the Database section from the tests.conf file and when it should be included.

The base version for this tests.conf file has been updated with this section but with the new lines commented.

Hi @mafesan, I think the tests.conf file is added in this PR https://github.com/chaoss/grimoirelab-elk/pull/956 which was merged, causing conflicts here.

Can you rebase the PR and resolve the conflicts so that we can merge it?
