Arthur as a raw data retrieval scheduler #350

We have to move forward and start using Arthur as the job scheduler to retrieve raw data. Arthur will be integrated as part of another component that will retrieve data and store it into the database.

Therefore, Mordred won't be in charge of this work anymore.
