Consolidate Software page on the website #838

This PR consolidates and updates the info about CHAOSS Software on the website into one document and one GitHub block.

The old files have been renamed with an ARCHIVED tag because there may be info in there we want to tap into later, as this page evolves. Deleting them would mean they wouldn't be lost, but essentially forgotten about. We can delete them later on if needed.

cc @geekygirldawn @sgoggins @GeorgLink @germonprez who all worked on this doc offline in Google docs.

I would merge this PR but don't want to mess up the website. So I'll leave this PR for someone who can make sure the files get loaded correctly in the website after the merge.
