metrics model repo structure proposal #26

I like this proposal, and would like to add some descriptions about the software artifacts and social aspects in the framework:

The software artifacts aspect is about the tangible materials related to OSS projects including but not limited to source code, documents, binaries, etc.

The social aspect is about the people involved in OSS projects, which focuses on the individuals, teams, organizations, their activities and interactions, social networks and communities, etc, in OSS projects.

@klumb & @germonprez : I think this PR does a nice job of exemplifying a structure. If you agree, one of you can merge it. I would merge it now, but I want your impressions first.
