Missing implementation for libyears metric #177

The metric libyears misses the implementation section in its definition. There is content in the section, but it is unrelated to the topic.

Thanks for this @canasdiaz -- I'll give it a look. I'm in the process of doing an audit on all of the metrics so this is very timely.
