Update readme to align w/ OSPO narrative #183

Part of the CHAOSS/TODO collaboration is to turn this working group into the OSPO Metrics WG. This commit updates its README.md to align with the new OSPO metrics scope and goals.

In today's meeting, we decided to merge this PR and then further rework on the focus areas and then update the Readme accordingly.
