Relaunch Value group #70

The new mission centered on metrics of business value
Archive unrelated metrics and add an explanation on why
Reorganized to reflect practices of other working groups
Refer to the working group as "Value" instead of VMG given it's the official naming convention

Note that additional metrics are needed and will follow. Comments and in-line suggestions are quite welcome.

Hi @mbbroberg,

Thank you for the overhaul of the repo. There are a few minor things that we can adjust after merging the PR.

I am all on board with the new focus of the WG and that the metrics not in-line with the new focus need to go somewhere else. A concern is with archiving the existing metrics because that is the first time any CHAOSS project has done this. I just point this out because we will need to have a conversation with the CHAOSS project as a whole.
