This PR adds the Check PR workflow to GitHub Actions.

For any commit pushed to a PR (new or otherwise), the workflow will check if:

The CHANGELOG has been modified in the Pull Request (Errors if not)
The Pull Request has modified tests (Passes regardless, but if no tests modified, the user is notified in a comment on the PR)
