Set aside for when https://github.com/cataclysmbnteam/Cataclysm-BN/pull/3512 is merged, this adds the new NO_EXPLOSION_VFX flag to most on-hit and subspells in the BN version. Also use of NO_EXPLOSION_SFX for the DDA version, since this makes the work easier. It's already delayed and they might belatedly realize that this feature snuck into DDA after being vetoed twice already, so who knows if it'll stay in DDA.
