mention dependencies in README #3

The README document should provide a brief section describing the dependencies, and maybe the supported build environments (I suppose that is only garuda/arch for now)

probably a good solution here is to have a config file in toml/yaml which:

have the for lockfiles path,build path,build command , where the build command could be either chaotic mkd or makepkg ...

didn't mentioned it because that is an old fetcher script... I had started work on a new fetcher, was meant to move it to the same folder when I did a new version of the other scripts.

Later tonight I will do #4 and include also the new fetcher on the repo.
