Bump pkgrel via decimal bumps instead, support epoch, add chaotic {interfere-bump,bump} #36

New procedure for rebuilding packages:

chaotic get package1 package2 package3 chaotic bump package1 package2 package3 chaotic mkd

No more chaotic rm! Yay!
