Start pkgrel_increment service in background during routines #76

Only for the Singularity engine (for now?)

I know, this is utterly hackish. Changes already in production on the Slurm cluster.

Would it be feasible to provide this for our regular builders as well? A can think of a few packages that would benefit from it a lot. Currently, we use an eval statement for those packages, which does not work well at all times.

Yes, just need to make a nspawn container of the service, maybe @PedroHLC can provide some hints
