Improve TravisCI test for mason-registry #13367

Flesh out travisCI tests to not only check to see if tomls exist, but that they are formatted correctly with the proper fields.

This includes figuring out how we'll compile and run Chapel programs within the mason-registry Travis CI. Probably checkout chapel and do a quickstart build + CHPL_REGEXP=re2.
