This PR updates chapel-main.rb to match the currently released formula for 2.0 and updates chapel-release.rb to contain the previous 1.33 released formula.
I skipped this step during the release process, it should have happened earlier. It probably needs to be called out as a separate step because it's not really part of the homebrew PR itself.
