Add bx-python package #339

Required to fix https://github.com/bcbio/bcbio-nextgen/issues/3101

I think bx-python is only needed for that one script which isn't a core part of bcbio, and in the past we had a bunch of problems with bx-python conflicting with other packages which made a huge dependency-solving mess. It's probably better for folks to handle this on their own.

Gotcha. This dependency won't be needed at all if remove that script.
