add support of miRNA data with BDGP6 #344

Hi, this is mirbase.yaml recipe to BDPG6 genome to allow miRNA analysis. Related to this bcbio issue #3112 and another PR to bcbio bcbio/bcbio-nextgen#3116

Actually, it seems that we forgot to add mirbase annotation tag to the config/biodata.yaml. I can do this a little bit later
