Turns out user was updating a similar but inactive sign.
I asked IS&T if they could verify the URL in the monitor:
The only thing that would make sense to me off the top of my head is that the Student Union monitor isn’t showing the sign Karla thinks it is. Maybe it’s showing a very similar sign.
Can you see which URL the monitor is pointing to? I don’t think we would have access to that information — it would only be available from the monitor’s machine (the browser it’s running).
The URL would be useful as it would rule out the possibility that the Karla is updating a second (very similar) sign in the Signage app that is not the one actually being displayed on the monitor.
There may be ways to infer this from the Signage admin interface, but the surest way would be to verify the URL that the monitor browser is actually pointed at. I don’t believe that the Signage admin interface can supply that information.

The sign is pointing to the Student Union Services signage. I cannot get the direct path, its locked down from showing anything other than the signage.
In the end, they were able to work with the user to determine that she was updating the wrong sign in Signage:
You are absolutely correct. I just got off the phone with her and it looks like slides were being added to an inactive display that is very similar.
