CI build tweaks - `main` failing #432

add more time to the CI workflow - mac build back over 35 minutes
changes to Linux docker container to avoid apt issues with Docker caches

MacOS-11 builds are taking over 45 minutes. It appears that some of the homebrew packages are no longer available pre-built for MacOS 11 and now require compiling. For example, open-mpi (a dependency for fftw) takes 20 minutes alone to compile.
