General Pull Request Template

Describe your Changes

Added a general pull request template note issue explained below
- I could not actually get this template to load in on this PR from my research it needs to be merged into main to work
- Makes raising PRs more uniform
Added .idea/ to .gitignore for pycharm projects
- Stops people who may make requests from accidentally commiting their pycharm configs
