Enable/Disable specific plugins #8

The user should be able to enable or disable plugins at will (for example, they may not want to run an Elite: Dangerous logger when playing DCS, or don't want their system monitor plugin running when playing any games).

This is in the config, just not surfaced in the (nonexistent) UI.
