Add midterm test data, and a management command for any future data imports #95

Short description

Mostly what the title says + a couple super small fixes I did not want to open a separate PR for 😅

Proposed changes

added management command which can be used to parse Tabeas CSV files and convert them into database fixtures
added the midterm data
added the diagnosis description to the patient card
removed the tests which fail because they are time-dependant
changed the default view of ZBM users (they were constantly being redirected to 403 Forbidden, lol)

Still checking the rest of it but when I tried assiging Alexander Kruse to room 10 I got the following error Did I need to stop time travel before assigning?
