Is your feature request related to a problem? Please describe. Not really, just a dream ✨

Describe the solution you'd like Would be amazing if Soft Serve (or, perhaps a different Charm repo?) could act as an OCI package registry. Gitea offers this functionality (see here)

Describe alternatives you've considered Gitea

I could see this being a handy feature. Although I can't help but wonder if this would be better served as a service separate from soft-serve, in line with unix philosophy and whatnot. A charm based OCI package registry would be the bees knees.
