build reactive charms with charmcraft if a charmcraft.yaml file is present

With the advent of charmcraft's reactive plugin, it's now possible to build reactive charms using charmcraft. Allows the pytest-operator framework to choose this option if a layer.yaml and charmcraft.yaml are both present.
