Add PE catalog #1

I've added some RNCs from Peru, available from the Peruvian navy website. I'm submitting a separate pull request for OpenCPN itself shortly.

Many thanks! I don't suspect them to be changing often, but will you be able to submit updates? If not, I can add it to my change monitoring system for the other chart sources, just need to know some URL that changes when there are updates...

I don't have any plans to go to Peru any time soon, but can try to keep an eye on them in the future...
