Enable options on annotations to apply automatically when hovered #840

This PR is enabling automatic apply of "hover" options. This PR needs a couple of enhancements in Chart.js: https://github.com/chartjs/Chart.js/pull/11105. Chart.js PR has been tagged for version 4.3.0 For above reason, the milestone will be next major because we should change the minimum version for Chart.js dependency.
