Planner is choosing private albergues over municipal albergues against preferences #2

If the preferences are set to 0km for a municipal albergue and 0.5km for a private one, the planner chooses the private one.

Fixed by corrections to penanceMapField which was filtering out 0km accommodation preferences these were then assumed to be Reject values by the planner.
