Allow normal users to see DNS BLs and if they are enabled, DNS servers? #280

IP addresses are considered as personal data by GDPR, so I wonder if allowing normal users to run stats n would be a good idea and as the data is transmitted to DNS servers, I think this question should include stats A.

It turns out that:

stats n has always been available for normal users.
people on #charybdis don't see upsides on publishing stats A, but do see downsides due to potentially revealing locations of servers or be helpful due to being localhost or RFC 1918 addresses
