AllergyIntolerance.reaction.manifestation: minimum required = 1, but only found 0 (from http://hl7.org/fhir/StructureDefinition/AllergyIntolerance|4.0.1)

The liquid template incorrectly creates two reactions one for the severity observation and another for the reaction observation.
