Weird Glitch

For Some Reason, when players join for the first time they dont get any book or are tpd. but theres no error of any sort and the basic items are gained on join.

Plugin list?

lol i have over 50 plugins, should i really name them all? Anyways on server start-up theres no errors or any concern in the log, and for the teleport delay, what is that in? is it seconds or milli seconds etc.? And the reason im asking wether or not i really should list them is because i dont see how thatd effect them not getting books on first join. The inistial spawn point i could see being a problem but they get the starting items just not the books which is the weird thing. If you really want i will list the plugins but is there anything else we can do first?
