ArchvieINfo, decompose and refactor CreateArchiveWithInfo #217

refactor CreateArchiveWithInfo so we have a buildMetaData function. This way 
client code could chose when and how to build archive info meta data. Current 
approach with CreateARchiveWithInfo means people can't subclass OArchive 
(though arguemnts can be made that client code shouldn't be subclassing 
anyway). Regardless the current function should be more modular.   Flexibility 
in the library is a good thing.
