Setup jest

I wanted to write some test code when working on https://github.com/chatch/stellarexplorer/issues/540 . So I set up jest as an independent PR.

The format of package.json was automatically fixed when I executed npx jest --init.

I also fixed one test, networks.test.ts (I converted networks.test.js to ts), to make sure npm test works as expected.

ok so this PR is just for setup but not fixing all tests yet right? still failures but they'll be fixed on a later PR?
