Make sure to makemigrations with the new sql script

Description of Proposed Changes

Wrote a new SQL script with correct relationships for the data
Refactored the cart_list view and the list.html

Steps to Test

Check the users cart and make sure the right items are in there based on the new database.

git fetch --all
git checkout dw-2/3_tick2_orderPayment
