no Checkers preferences in Windows 32 bit Eclipse 3.6 #11

I installed Checkers 1.0.2 in a Windows 32 bit Helios release (3.6.0).

The context menu appears and I can run the nullness checker and annotations in 
comments work.  However, the Checkers preferences do not appear.  They do on a 
64 bit version of Helios.
