large project restructure #124

I recommend only checking the diff on the second commit because the first commit exclusively deals with the 100s of data files (although I accidentally moved one of the legacy scripts along with the data, so you'll see that moved back in the second commit diff)

obviously the data move was slightly unnecessary given we're going to remove it in another PR for the new data, but this restructure is blocking that PR so I figured I might as well make it deployable
