Fix account settings test #1035

What changes did you make?

Fixes account settings test Should have email reminder frequency form and load user data The test was previously expecting the emailRemindersFrequency input to start with 'Never' value checked, however this value could be changed by other tests and/or user activity on our staging site.

The test now doesn't check the initial input and instead tests changing the input and the page maintaining the new input
