What changes did you make?

Following the Contributing Guidelines, this PR will share the progress and receive updates for the task as kyleecodes suggested in the related issue.

This PR will first cover

[x] Initial page load.
[x] Enables email search for users using autocomplete
- requires more than 3 letters before displaying options.
- debounce
- GET /users request to get partner admin users
[x] Displays the selected user's active/inactive status via a checkbox.
- prefilled with current status of the partner user

Next

[x] Sending patch request to the server to update user data
- [x] PATCH /partner-admin/:id
[x] Displaying a success/error message.
[x] Users can reset the form

Why did you make the changes?

To enable Super Admin users to update the status of Partner Admin users from active to inactive.
