Implement Makefile to manage project commands

I have created a Makefile to manage the project commands easily.

Why did you make the changes?

I added this configuration file to improve the work with this project in order to facilitate the execution of possible actions and commands.

Take into account: After finish this issue #437 could be interesting to integrate the docker commands in this file.
