rake substruct:db:bootstrap error #171

What steps will reproduce the problem?
1. When I run this command I receive an error rake aborted!
2. Can't activate activesupport (= 2.2.2, runtime), already activated 
activesupport -2.1.0

Do I need to uninstall Rails 2.2.2

What version of the product are you using? On what operating system?
Instant Rails 2.0 running on Windows XP SP3

Please provide any additional information below.

do a gem uninstall rails first (?)
