Path for adding shipping only discounts #173

What steps will reproduce the problem?
1. Customer wants to allow "$5 off shipping"

This patch provides two new discount types 
"dollar discount from shipping"
and
"dollar discount from cheapest shipping available"
Feel free to change the names or what have you, as those aren't necessarily
the best.

Very useful.  Do we know of any other more robust promotions that have been 
created..
like a true "Buy any X products and get the X+1 free". Where customers can mix 
and
match products?  Buy 3different products and get any additional 1 free (4th)
