When FORCE_RESTART is disabled, after the precrawling and the first planning,
the crawler tries to execute the first task. The precrawling sequence is tried
again, but fails, because the ripper is starting from the final state of the
precrawling sequence itself.
The precrawling sequence should not be repeated for the first task (or when the
current state is the same as the starting state). Alternatively, restarst
should be forced anyway.
