API version #18

We never released 1,13 so I am assuming we are planning to release 1,13 when weve updated to the newest Terraria version.

The fancy api is ticked to 1,14 assuming we would release 1,13 prior to integrating so this issue is here to determine where we go.

Well I just shipped TShock 4.1's pre-release with 1.13. I figure 1.13 should be the final API release on Terraria protocol 1.1.2. It'll just be a really short lived one.

So, 1.2 or 1.14?

Let's release the server updated for 1.2 as 1.15. Fancy new api works on 1.1.2, and we can refer people to update plugins for this update by targeting 1.14. Or we could call it API 2.0 for giggles.
