Disable HW Overlays option unchecking after reboot #132

What steps will reproduce the problem?
1. Shut down phone
2. Boot up phone

What is the expected output?
- Disable HW Overlays in the Development options to remained checked.

What do you see instead?
- Disable HW Overlays in the Development options has become unchecked.

What version of the product are you using? On what operating system?
- Release 11 with Windows 7 Pro 64-bit

Please provide any additional information below.
- See logcat.txt

i can confirm this bug still persists in nexus 4 android 4.2.2

it's not a bug (i think)
since HW overlay is meant only for debugging purpose.. theory says it shouldn't 
remain between reboots (and it should slow down phone)..
however check this
