Stuck on glowing "Jellytime" start up

What steps will reproduce the problem?
1. Flash ROM
2. Reboot
3. Now it's stuck

What is the expected output? What do you see instead?
It's supposed to load. The screen just keeps glowing and glowing. It's been 
happening for over and hour now

What version of the product are you using? On what operating system?
Release 12

Please provide any additional information below.
It's been stuck on reboot for over an hour. It has never taken this long before.

Did you fully wiped dalvik cache and data before flashing rom?

I first used TWRP 2.2 to flash, which didnt work. After using
clockwork mod and fully wipe cache and data it worked for me.
