while adding spectral to services that use oas2, it was noticed that some rules shouldn't be applied while others should be made errors. to address this issue, mark all recommended oas2 rules as defined by spotlight/spectral as errors, with the exception of oas2-api-host, and oas2-api-schemes. those should be turned off.
