Added missing holiday for DE Provider #14

Added the missing holiday "Mariä Himmelfahrt" for Bayern and Saarland.
Added holiday to the tests too

seems like it's not for whole bavaria. i guess we close here?!

Thanks for your efforts but as you mentioned these are not valid for whole bavaria. We tried to consider every holiday which is valid for a whole state.

The german holidays were taken from wikipedia (https://de.wikipedia.org/wiki/Gesetzliche_Feiertage_in_Deutschland).
